Referral Information

How Do I Refer My Child?

All services are at no cost to the family. Referrals for evaluations and/or services can be made by a parent, physician, preschool staff, child providers, nurses, family members, school districts or anyone concerned about a child’s development. A doctor’s referral is not needed.

With parent permission, your child will receive a comprehensive developmental evaluation by licensed specialists, including early childhood special education specialists, physical therapists, speech language pathologists, occupational therapists, behavior therapists, vision specialist, autism specialist, or hearing specialist.

Newborn to three: Your child will be evaluated in all areas of development. Skills assessed include learning, self-help skills/adaptability, social-emotional development, motor, and use and understanding of language.

Three to five years of age: Your child will be evaluated based on areas of concern. Skills potentially assessed include learning self-help skills/adaptability, social-emotional development, motor, and use and understanding of language. Your child’s evaluation team may include therapists who specialize in areas of concerns or needs.

Early Intervention (EI)

Eligibility for Early Intervention (EI)

For children from birth to age 3, your child may qualify for EI services if they:

Have a diagnosed condition (such as autism, hearing or vision loss, or a physical disability) that is known to impact development.
Have a medical condition (confirmed by a healthcare provider) that is likely to cause developmental delays.
Are experiencing developmental delays in areas like learning, moving, talking, socializing, or self-help skills.

Early Childhood Special Education (ECSE)

Eligibility for Early Childhood Special Education (ECSE)

For children ages 3 to 5, your child may qualify for ECSE services if they:

Have a developmental delay in one or more areas, such as cognitive, communication, physical, social-emotional, or adaptive development that is documented through standardized testing.
Meet one of Oregon’s eligibility categories, which include:
- Autism Spectrum Disorder (ASD)
- Communication Disorder
- Deaf or Hard of Hearing
- Blindness
- Emotional/Behavioral Disability
- Intellectual Disability
- Orthopedic Impairment
- Other Health Impairment
- Traumatic Brain Injury
- Vision Impairment

Evaluation Process

The Evaluation Process

To find out if your child qualifies, a team of professionals will work with your family to evaluate your child’s development. This evaluation looks at how your child learns, moves, communicates, interacts with others, and manages daily activities. Parents and caregivers are an important part of this process!
