Douglas County Early Intervention/Early Childhood Special Education (EI/ECSE) services are family centered and are provided for children ages birth through five.

Parents are integral members of their child’s educational team, and we actively encourage involvement and participation. Together, we will collaboratively develop an individualized plan that is tailored to meet the specific needs of your child and family.

We provide services, information, and resources at no cost while supporting families in their roles as the primary decision makers regarding their child’s early intervention experience. We strive to walk beside families, supporting them while they advocate for their child’s unique needs.

Douglas ESD EI/ECSE program works closely with all 13 school districts in Doulgas County. This includes Roseburg, Glendale, Days Creek, Riddle, South Umpqua, Winston-Dillard, Camas Valley, Glide, Sutherlin, Oakland, Yoncalla, North Douglas, and Elkton. The Douglas County EI/ECSE program is funded by the Oregon Department of Education (ODE) with state and federal dollars. It is among 32 county programs in Oregon and part of a network of similar services programs throughout the United States.

Early Intervention

Early Intervention (Ages Birth to 3)

Early Intervention (EI) services support families with children from birth to age three who experience developmental delays or disabilities. Our team works closely with your family, offering personalized coaching and strategies that fit naturally into your daily routines. Behind the scenes, caring professionals, like teachers and therapists, guide the process to meet your child’s unique needs. Our goal is to give you the tools and confidence to help your child grow and thrive, building a strong foundation for their future.

Early Childhood Special Education (Ages 3-5)

Early Childhood Special Education (ECSE) services support children ages 3-5 with developmental delays or disabilities, helping them build the skills they need to succeed in preschool and get ready for kindergarten. The team includes teachers, therapists, autism specialists, and service coordinators who work together to support their development. Every family is assigned a service coordinator to guide you through the process, connect you with resources, and make sure your child’s plan is on track.

Referral Information

How Do I Refer My Child?

Anyone can refer their child for an evaluation at our clinic located in Roseburg, OR. This includes parents, family members, physicians, nurses, community preschools, daycare, community agencies and school districts.

With parent permission, your child will receive a comprehensive developmental evaluation by licensed specialists, including Physical Therapists, Occupational Therapists, Speech Language Pathologists and/or Early Childhood Educators in order to determine if your child is eligible for our services. Our evaluation and services are always at no cost to eligible children and we can bill Medicaid for those students who qualify.
