We provide special education support to school districts, offering expert administrative guidance and specialized evaluations for K-12 students up to age 21. Our team of experienced administrators, psychologists, therapists, and specialists ensures compliance with regulations and delivers high-quality services.

Our Special Education Administrative Support team offers compliance assistance, best practices, and tailored guidance. Through the SEECS program, we specialize in autism spectrum disorders and traumatic brain injury, providing accurate evaluations.

With personalized coaching and expert consultation, we offer cost-effective, state-of-the-art services to enhance special education programs and support student success.

The Complex Needs Classroom (CNC) provides a supportive and individualized learning environment for students experiencing significant disabilities. Our dedicated team focuses on fostering communication, social-emotional development, life skills, and academic growth tailored to each student's abilities and goals. Using evidence-based strategies, assistive technology, and a collaborative approach, we empower students to build confidence and achieve their highest potential in a nurturing and inclusive setting.

Horizons

ABOUT HORIZONS

In January 2020, Douglas Education Service District (ESD) established the Horizons program to address an urgent need for educational opportunities for students under the care of the Department of Human Services (DHS) residing in Behavior Rehabilitation Services (BRS)-certified foster care. Douglas ESD continues to collaborate with the Department of Human Services, the Douglas County Juvenile Department, and Roseburg School District to ensure these students receive educational services in an environment tailored to their needs.

SCHOOL PROGRAMMING

Horizons serves as a short-term transitional program designed to prepare students for a successful return to their resident school. We provide a full school day that includes core academics, electives, and credit recovery within a small group setting. Additionally, students engage in social and emotional skill development throughout the day. Students can earn high school credits and even a high school diploma from Horizons.

Juvenile Department of Education

Douglas ESD contracts with the Oregon Department of Education to provide high-quality education to students enrolled in Mt. Nebo, the Juvenile Detention Education Program (JDEP) located within the Douglas County Juvenile Detention Center. A licensed teacher delivers personalized instruction, including GED preparation, credit recovery, CTE, and classroom-based career readiness experiences. The program uses assessments and standards-based instruction to help students succeed and stay on track to graduate.

Additionally, a Transition Specialist support students in next steps for continuing their education, accessing supportive services, or finding employment after detention. We collaborate with the students, their families or guardians, juvenile justice, the Oregon Youth Authority, school districts, mentors, mental health providers, and community resources to create student-centered reentry plans.

RTAP provides resources, training, and technical assistance to address compliance with state and federal special education laws, improve educational outcomes, and promote best practices in special education.
